Russia’s treaty violations: disregard for Ukraine agreements

In recent decades, Russia, under the leadership of Vladimir Putin, has repeatedly violated international treaties and agreements with Ukraine, including:

  • The Budapest Memorandum (1994): Russia, the United States and the United Kingdom provided security guarantees to Ukraine in exchange for its renunciation of nuclear weapons. But in 2014, Russia broke these commitments, annexed Crimea and began an act of aggression in eastern Ukraine.
  • The Treaty on Friendship, Cooperation and Partnership between Ukraine and Russia (1997): Russia committed to respect Ukraine’s territorial integrity and sovereignty, but violated these provisions by annexing Crimea and supporting separatists in Donbas.
  • The Minsk Agreements (2014–2015): Russia agreed to a ceasefire in eastern Ukraine, but violated it multiple times by continuing to support fighters and conducting military operations.
  • The Helsinki Final Act (1975): Russia violated the principles of inviolability of frontiers and non-interference in the domestic affairs of other states by launching an aggression against Ukraine.

These examples show Russia’s systematic disregard for its international commitments to Ukraine.
